If you upload the file as PDF it derives the epub format automatically, I would upload it as PDF, mobi and docx so that the mobi and docx format is available and will show up in the list of choices.

I worked really hard at the internal links and the table of contents. Will those be just as good if it is converted from pdf? The purpose of this project is really for attorneys to have the rules on their phones or tablets. The navigation is very important. The rules are on the web in other places.

If you don't find a better solution, you could put epub and mobi in the file name such as

Massachusetts Rules of Criminal Procedure (epub)

Is the original file mobi?, the links should be retained, I would like to see how it works out, but the PDF enables the other files to be derived.

The original files are either in Word or Open Office. I then use a widget to save them as epubs, and I open them in Sigil. After Sigil, I use Calibre to get them into mobi. I use Calibre to add the cover art.
The files are on the web as pdfs, but they don't have the links I need, and the TOCs aren't very good.
Now that I have the process down, it doesn't take more than a few minutes to save the two formats. It's creating the bookmarks and links that is the most time consuming. Working on the Guide to Evidence now. We are very excited to be providing ebooks for free. Thanks for your help.

When you upload, upload files in the following formats, PDF, Mobi, ODT and (.doc or .docx). This will allow for the greatest number of formats to be displayed. I do not know if MOBI will be displayed on the item's page, after you try it we can see, if not indicate in the item information that you have uploaded a MOBI file and we can talk to the Archive about allowing that format to appear on the Item page. In any case MOBI file will be in the http directory. I use the PDF because the Archive automatically creates or derives numerous other formats from that.

Your page should look something like this if you include a PDF file in the uploaded formats, as I said, I do not know whether the MOBI file will appear on the item page:
